Eligibility Criteria

1. General Manager (HR & Admin)

• Master’s Degree / Post-Graduate degree in Business Administration (HRM) or equivalent
• Minimum 15 years of experience in HRM, Personnel Management, and Office Administration
• Experience in externally aided projects will be preferred
• Experience in reputed Government or private organizations is mandatory

2. General Manager (Urban Reforms)

• MBA (IT / Marketing) or equivalent qualification from a recognized university
• Strong skills in documentation, communication, analytics, and stakeholder management
• In-depth knowledge of IT systems, cybersecurity, cloud platforms, and digital governance
• Degree/Diploma in Public Policy, Public Administration, or Urban Planning preferred
• Project Management certifications (PMP / PRINCE2 / PMI-ACP) preferred
• At least 15 years of experience in urban governance or public sector reforms
• Minimum 5 years of leadership experience managing large technology/reform projects

3. Deputy General Manager (Procurement)

• First-class degree in Civil Engineering or relevant discipline
• Advanced certification in Public Procurement / PDPP
• MOOC Certification in Public Procurement (Finance Department, Govt. of Assam)
• Minimum 8 years of experience in Government procurement
• Experience in EAP / MDB-funded projects is mandatory
