What Changed After the 2026 Assam Assembly Election?

The previous council — in office since 10 May 2021 — dissolved on 11 May 2026 as the Assembly's five-year term ended. Here is what changed:

• New CM oath: Himanta Biswa Sarma was sworn in for a second consecutive term on 12 May 2026, heading a majority NDA government (102 of 126 seats) rather than the coalition arithmetic of 2021.
• First phase (12 May 2026): Only 4 ministers took oath alongside the CM — Rameswar Teli, Atul Bora, Charan Boro, and Ajanta Neog — leaving the cabinet at just 5 members for over three weeks.
• Second phase (5 June 2026): 12 more ministers were sworn in after Governor Lakshman Prasad Acharya returned from an official visit to Mongolia, bringing the total to 17.
• New entrants: Ashwini Ray Sarkar, Bimal Borah, Kaushik Rai, and Susanta Borgohain are entering the Council of Ministers for the first time.

Cabinet vs Council of Ministers

The two terms are often used loosely, but they are constitutionally distinct. The Council of Ministers is the full body of all ministers of every rank (Cabinet Ministers, Ministers of State, Deputy Ministers where applicable) that Article 163 refers to. The Cabinet is the smaller, senior core of that Council that takes major policy decisions. In the current Assam government, all 16 ministers besides the CM hold full Cabinet rank — there are no separate Ministers of State — so for this ministry, the Council of Ministers and the Cabinet are the same 17 people.
